Anybody can apply for a burial flag for a deceased veteran by filling out VA Form 27-2008. They can be picked up at a post office or VA regional office. Displaying The Burial Flag
The burial flag should not be displayed outside because of the fabric material. When used to drape a closed casket, the flag should be placed in a way that the blue field is at the head and over the left shoulder of the deceased. When the flag is displayed in a Half-couch casket, it will cover the closed half, with the blue field covering the top fold.
